Chi Qua was a male human gang member who was apart of the three-man team that rebuilt the Earth-based gang, Flaming Dragon. Chin Qua was the son of the original founder, Kirk Wong, who died in prison after being arrested. After Flaming Dragon was reformed, he led the group and expanded the gang's territory to other planets.
