There is no limit to how many can be made, the rules, or the plot. Be aware that by making a roleplay on this forum it is automaticaly a "free RP" meaning no invite is required to join, if you wish to make a more exclusive Role Play then you will need to make it under a RP page.
Making an RP on this forum is simple and easy for an example please look below.

Rules include things that the founder wants that are non obvious. While things like grammar, realism, canon adherence, and no "God-Modding" are basics, rules coud be a limit of characters per user, rules restricting the use of profainty, and so on. It is important to remember that anyone participating in a Role Play must adhere to the creator's rules and the creator may on their judgement Enforce their rules ANY WAY THEY LIKE! this could be making the poster conform or booting them from the RP, founders it's your call.
