The SSV Algiers is an ostensibly Alliance-affiliated frigate that is in reality controlled by the organization known as Cerberus. The Illusive Man commissioned her construction not long after arranging for the construction of the Normandy SR-2, intending for her to serve as a "Shadow Normandy" in the event that the Normandy's crew went rogue. Though she has supposedly been off on a scouting mission since 2185 CE, she did not, in fact, leave for her maiden voyage until three years later, at which point she departed for the vicinity of the Omega-4 Relay. To date, the Alliance remains unaware of the Algiers' true loyalties.
