A torchcutter was a small, blowtorch like tool used in exo-atmospheric repairing infiltration-based operations. It was created by the asari who used it for ship repairs in the early days of the Citadel. It has been used ever since. The device fires a superheated laser which is weak, but when concentrated, can cut through thick hulls.
