The Triple Council was an aspect introduced in Mass Effect III - Genesis and reveals the ruling council of the Reaper forces led by the Catalyst, formed from the first three Reaper personalities ever created and led by the youngest of their kind whom is the most connected to their collective consciousness, the Triple Council was designed for the basis of deciding the best course of action for the Reapers and therefore were considered its ultimate voice and front.
